The roundabout totem was paid for with money that was left over from the area Tax Increment Finance District. 

Walmart was the main financial influence in the TIF district. 

The district was dissolved a few years ago and there were funds still in the account.  The funds could only be used for projects in the district area.  It was decided a couple of years ago to use the money for the totem, turning lanes and passing blisters on East Main Street, drainage improvements in Commerce Park, and Trails and Sidewalks in the district area.
