  1. Establish Quorum, Call Meeting to Order

  5. Public Meeting
    1. New Employee Introduction– Interim Street Superintendent Aaron Plunkett will introduce a new employee for the Street Department. Requires no further action.
    2. Badge Pinning– Fire Chief Rick Duncan will present employees for badge pinning. Oath will be administered by Fire Liaison Chris Gearld. Family members will be on hand for the pinning ceremony. Please allow time for pictures.Requires no further action.
    3. Wishes to be Heard: Street Closure– Code Enforcement Officer Nathan Ford will present a request from the Downtown Danville Partnership for a street closure to accommodate the Summer Concert Series on the square. Will require a Vote.

    4. Insurance Agent of Record Presentations– Town Manager Mark Morgan will present representatives who have submitted proposals to be the “Agent of Record” for the Town’s insurance. This excludes medical insurance. Presentations will be heard from:
      1. EPIC Insurance Midwest
      2. Gregory & Appel Insurance
      3. Hometown Insurance
      4. MJ Companies
      5. NFP
      Will require a Vote.
    5. Year-End Utilities Report– Utilities Director Barry Lofton will make an opening statement prior to presentation. Corby Thompson of O.W. Krohn & Associates will present the 2024 Year-End Utilities Report and provide recommendations for future rates based on the “looks ahead” provided by the Utilities earlier this year. This requires no further action tonight. Utilities Director Lofton will be available for questions or rebuttal.

Ordinance 9-2025: Super-Voluntary Annexation– Town Planner Lesa Ternet will present an ordinance to conduct a Super-Voluntary Annexation of the property located on the East side of CR 300 East, 1.13 miles south of U.S. 36. The petitioner is Double E Farms, Inc. This is up for introduction only tonight. Requires no further action.

Ordinance 10-2025: Super-Voluntary Annexation– Town Planner Lesa Ternet will present an ordinance to conduct a Super-Voluntary Annexation of the property South of CSX, North of C.R. 150 South, West of C.R. 225 East. The petitioner is C&R Farms, Inc. This is up for introduction only tonight. Requires no further action.

    8. CER: Control Panel– Wastewater Superintendent Tony Kirkpatrick will present a request to expend monies to purchase a new control panel for the plant. Will require a Vote.

    9. DORA: Designated Outdoor Recreation Area– Town Manager Mark Morgan will be seeking consensus from the Council to move forward with the formation of a DORA for Downtown Danville. A proposed map will be provided. Other specifics have not been determined until it is decided that this is something that the Council wishes to explore. Seeking consensus.

Poultry Ordinance– Code Enforcement Officer Nathan Ford and Town Manager Mark Morgan will present findings from other communities on the allowance of poultry, specifically chickens, in the municipal limits. We are seeking consensus on parameters and looking for guidance before moving forward with the introduction of an ordinance. Seeking Consensus.

    11. Special Thanks to Citizens– Town Manager Mark Morgan will present statistics on recent community clean-ups and thanking the citizens for their involvement. Requires no further action.
