    1. Wishes to be Heard: Annexation with Farm Animal Exemption – Aarin Walker of 1956 E. CR 100 N. would like to petition for annexation. However, his family has farm animals on the property that include chickens and goats. He is requesting an exemption to the Ordinance. The property is currently zoned AGR. The Town does not currently have similar zoning. Council does not have to act on this tonight. They can defer to the Planning Department or take under advisement. Seeking Opinions.

    2. Insurance Agent of Record Clarification – Town Manager Mark Morgan has been asked to bring this back before the Council to clarify which agent can solicit quotes from specific companies or if the Council wishes to go ahead and declare an agent of record. Discussion in the back of the room was heard involving both parties (as described in the minutes). Council will be asked it they want to continue as is or move forward with a final decision. Will require a Vote.
    3. Library Board Appointment– Town Manager Mark Morgan will present the two names of the individuals who have requested appointment to the Danville/Center Township Library Board. This is a Council President appointment with codification of the Council. This is to fulfill the position vacated by Anna Marie Ricci. The appointment is set to expire on 9/27/26. Will require a Vote.

    4. Look-Ahead: Planning Department– Town Planner Lesa Ternet will provide her “Look-Ahead” and visions for the future of the Planning Department. Requires no further action.

Ordinance 9-2025: Super-Voluntary Annexation– Town Planner Lesa Ternet will present an ordinance to conduct a Super-Voluntary Annexation of the property located on the East side of CR 300 East, 1.13 miles south of U.S. 36. The petitioner is Double E Farms, Inc. This is up for a public hearing tonight. Public hearing will need to be gaveled open – Comments taken – Public hearing gaveled closed. Requires no further action.

Ordinance 10-2025: Super-Voluntary Annexation– Town Planner Lesa Ternet will present an ordinance to conduct a Super-Voluntary Annexation of the property South of CSX, North of C.R. 150 South, West of C.R. 225 East. The petitioner is C&R Farms, Inc. This is up for a public hearing tonight. Public hearing will need to be gaveled open – Comments taken – Public hearing gaveled closed. Requires no further action.

    7. Towing Contracts– Police Chief Jim Hilton will present the two companies that have met the criteria to be placed on the towing rotation for the Town of Danville. He is seeking to have these contracts approved by the Council. Will require a Vote.

    8. Resolution 7-2025: Surplus Property– Fire Chief Rick Duncan will present a resolution to dispose of surplus property. Specifically rope rescue equipment no longer deemed safe for use. Will require a Vote.

Poultry Ordinance– Code Enforcement Coordinator Nathan Ford will present a questionnaire to the Council for further clarification on the introduction of chickens to the Town’s Municipal Limits. Council will be asked to vote on acreage, number of chickens, permits, fines and etc. This is not the final draft of the ordinance. Trying to narrow down specific wishes of the Council to continue the process of drafting the ordinance. Certain items will require consensus or a vote.

    10. Utilities Budget and Reporting– Clerk/Treasurer Carrie Lofton is seeking to change vendors for the Utilities Budget and Reporting. She has reached out to Reedy Financial for an estimate for services. Will require a Vote.
