    1. 2026 Chamber of Commerce Contract– Town Manager Mark Morgan will present the 2026 Chamber of Commerce contract. Monetary contribution will stay the same as in 2025. One change includes the appointment of a Chamber of Commerce representative to the Redevelopment Commission as an Ex-Officio member. Will require a Vote.

    2. Three-Year Growth Appeal– Clerk/Treasurer Carrie Lofton will present the Three-Year Growth Appeal/Excess Levy Appeal as prepared by Reedy Financial. The requested amount is $500,881.00. Will require a Vote.

    3. Resolution 15-2025: Fiscal Plan for Annexation – Town Planner Lesa Ternet will present a resolution detailing the fiscal plan associated with the annexation of property located at 555 Sycamore Lane as described in Ordinance 20-205: Super-Voluntary Annexation (Fisher). Will require a Vote.

Ordinance 20-2025: Super-Voluntary Annexation (Adoption)– Town Planner Lesa Ternet will present an ordinance to conduct a Super-Voluntary Annexation of the property located at 555 Sycamore Lane. The petitioners are David and Debra Fisher. This was introduced on 9/3/25. A public hearing was held on 9/17/25. All requirements have been met, and this is up for adoption tonight. Will require a Vote.

Requires no further action tonight.

    12. Request to Apply for Road Funding Grant – Assistant Town Manager Will Lacey is seeking permission to apply for grant funding from the IMPO to start Phase I of the Lincoln Street Extension. Will require a Vote.
    13. Request to Grant Temporary Easement– Utilities Director Barry Lofton will present a document to allow temporary ingress/egress easement to D.R. Horton for the property that the Town owns in Miles Farm so they can maintain their property. Will require a Vote.
