    1. Wishes to be Heard: Recognition of Citizen – Town Manger Mark Morgan will introduce Olivia Slavens to the Council. Ms. Slavens is the reigning Indiana Miss Amazing-Junior Miss Division Queen, and she is also the National Miss Amazing-Junior Miss Queen. Miss Amazing is a National Organization that creates spaces where girls and women with disabilities can define who they are and what they love – on their own terms. Please allow time for pictures. Requires no further action.
    2. Oath of Office: Part-Time Police Officer – Police Chief James Hilton will present Kim Kiritschenko as a Part-Time Police Officer with the Danville Police Department. Oath of Office will be administered by the Clerk/Treasurer Carrie Lofton. Please allow time for pictures. Requires no further action
    3. Employee Introductions: Promotion Candidates – Fire Chief Rick Duncan will introduce employees who have successfully completed the promotional process for Captain and Lieutenant within the Danville Center Township Fire Protection Territory. Please allow time for pictures. Requires no further action.
    4. Resolution 18-2025: Fiscal Plan for Annexation – Town Planner Lesa Ternet will present a resolution detailing the fiscal plan associated with the annexation of property located at 4055 and 4099 East Main Street as described in Ordinance 24-2025: Super-Voluntary Annexation (Avon Crest Apartments, LLC). Will require a Vote.

Ordinance 24-2025: Super-Voluntary Annexation – Town Planner Lesa Ternet will present an ordinance to conduct a Super-Voluntary Annexation of the property located at 4055 and 4099 East Main Street, Avon, Indiana. The petitioners are Avon Crest Apartments LLC. This was introduced on 9/17/25 and had a public hearing on 10/1/25. This up for adoption tonight. Will require a Vote.

Ordinance 25-2025: Re-Zoning – Town Planner Lesa Ternet will present an ordinance to rezone property associated with annexation from Ordinance 24-2025 located at 4055 and 4099 East Main Street. The request is to rezone from AGR & RE to R2. This had a public hearing by the Plan Commission on 10/8/25 and is up for adoption tonight. Will require a Vote.

    7. Ordinance 26-2025: 2026 Budget – Clerk/Treasurer Carrie Lofton will present an ordinance that presents the 2026 Budget for the Town of Danville. This had a public hearing on 10/1/25 and is up for adoption tonight. Will require a Vote.

    8. MOU: TRECS – Clerk/Treasurer Carrie Lofton will present an MOU with TRECS. They are a company that will take over collections of delinquent accounts for the Town. This will replace our current collection process. Will require a Vote.

Request to Expend Funds: Traffic Impact Study (Right-in/Right Out) – Town Planner Lesa Ternet will present an agreement for A&F Engineering to perform a study to help apply for a permit to have access to U.S. 36 from property just west of Walmart. This was originally agreed to by the Council. However, the price has increased. Will require a Vote.

    10. Request to Expend Funds: Town Council Room Renovation – Assistant Town Manager Will Lacey will present a list of items needed to perform a renovation of the Town Council Room. Will require a Vote.

    11. Request to Expend Funds: Streetlight Proposal – Town Manager Mark Morgan will present a proposal to replace all streetlights with LED light heads that do not currently have them. Will require a Vote.
