    1. Badge Pinning: Fire Department– Fire Chief Rick Duncan will present an employee who has completed the mandatory probationary period and is up for full-time status. Please allow time for pictures.Requires no further action.
    2. Ordinance 30-2025: Wastewater Inspection Requirements– Utilities Director Barry Lofton will present an ordinance to revise Chapter 51 of the current Code of Ordinances. This was introduced on 11/5/25 and is up for adoption tonight. Will require a Vote.

    3. Resolution 22-2025: Fiscal Plan for Annexation– Town Planner Lesa Ternet will present a resolution that outlines the fiscal plan associated with the annexation of property located at 223 S. CR 200 E. as outlined in Ordinance 32-2025. Will require a Vote.

    4. Ordinance 32-2025: Super-Voluntary Annexation– Town Planner Lesa Ternet will present an ordinance to conduct a Super-Voluntary Annexation for the property located at 223 S. CR 200 E. The petitioner is Robert LaGrange. This is up for adoption tonight. Will require a Vote.

    5. Ordinance 33-2025: Additional Appropriation– Clerk/Treasurer Carrie Lofton will present an ordinance to provide for additional appropriations in certain Town Budget line items. This has been properly advertised pursuant to Indiana Statute. This is up for a public hearing. Public Hearing will need to be gaveled open – Public Comment Taken – Public Hearing gaveled closed. As a result of these actions, this is up for adoption tonight. Will require a Vote.

    6. Ordinance 35-2025: Super-Voluntary Annexation– Town Planner Lesa Ternet will present an ordinance to conduct a Super-Voluntary Annexation for the property located at 1433 10th Street. The petitioner is Karli Steward. This is up for a public hearing tonight. Public Hearing will need to be gaveled open – Public Comment Taken – Public Hearing gaveled closed.Requires no further action.

    7. Ordinance 36-2025: Super-Voluntary Annexation – Town Planner Lesa Ternet will present an ordinance to conduct a Super-Voluntary Annexation for the property located at 1103 S. CR 300 E. The petitioner is Banyan Realty Group, LLC. This is up for a public hearing tonight. Public Hearing will need to be gaveled open – Public Comment Taken – Public Hearing gaveled closed.Requires no further action.

    8. Ordinance 37-2025: Amendment to Salary Ordinance– Clerk/Treasurer Carrie Lofton will present an ordinance to amend the 2026 Salary Ordinance. This will include some corrections and amendments. Due to time constraints, staff is requesting to suspend the rules to pass this ordinance tonight. Will require a unanimous vote of all in attendance to suspend the rules and then 2/3 (4 total) of those voting to pass the ordinance. Should be conducted by a roll call vote. Will require a Vote for each action.

    10. Resolution 25-2025: Transfer of Funds– Clerk/Treasurer Carrie Lofton will present a resolution to transfer funds within certain classifications of the Town’s Budget. Will require a Vote.

    11. Resolution 26-2025: Encumbrances– Clerk/Treasurer Carrie Lofton will present a resolution to encumber funds into the 2026 Budget based on the needs of the Department Heads. Will require a Vote.

    12. Update to the Policy Manual: Comp Time Accrual Limits– Clerk/Treasurer Carrie Lofton will present an update to the Policy Manual to prohibit more than two (2) weeks of compensatory time to be accrued and carried. Time will be paid out past two (2) weeks. Will require a Vote.

    13. Amendment to the Policy Manual: Flex Time– Clerk/Treasurer Carrie Lofton will present an amendment to the Policy Manual to allow the accrual of Flex Time. Such accrual will not exceed two weeks. Will require a Vote.

    14. Letter to Hendricks County: Support of Courthouse– Town Manager Mark Morgan will present a letter of support by the Council and the Redevelopment Commission to encourage Hendricks County to leave court operations in the downtown district. Requesting Signatures. Will require a Vote.

    15. CER: Property Purchase– Fire Chief Rick Duncan will present a request to purchase property to build a new Fire Station on the East side of Town. All appraisal requirements have been met. Will require a Vote.

    16. DORA: Update– Community Engagement Coordinator Madison Henderson will provide an update on the status of the Town’s petition to have a DORA and the next steps to proceed. Requires no further action.

    17. Street Lighting: LED Replacement– Town Manager Mark Morgan will provide a request to upgrade the current street lighting to LED. A proposal by Duke Energy will be presented. Will require a Vote.

    18. Street Lighting: Lincoln Street– Town Manager Mark Morgan will present a proposal to provide lighting on Lincoln Street west of Mackey Road. The RDC has agreed to pay the upfront expenses. Staff is requesting to absorb the monthly costs into our current Duke invoice. Will require a Vote.

    19. 2026 Meeting Dates– Town Manager Mark Morgan will present a schedule of meeting dates for 2026. Will require a Vote.
