Council Meeting Minutes
April 21, 2008
I. CALL TO ORDER: Council Vice President, Jeff Martin called the regular meeting of the Danville Town Council to order at 7:00pm on April 21, 2008 in the Danville Town Hall, 147 W Main Street.
II. ROLL CALL: Council Vice President, Jeff Martin acknowledged a quorum of the Council and led everyone in the Pledge of Allegiance to the American Flag. Town Manager, Gary Eakin noted the following Council members in attendance: Richard Burrows, Steve Hartsock and Jeff Martin. The following Administrative officials present: Gary Eakin, Town Manager.
III. APPROVAL OF MINUTES: Motion made by Steve Hartsock to approve April 7, 2008 minutes as read, seconded by Richard Burrows. Motion passed 3-0.
IV. AGENDA ITEMS:
a. Amanda Jensen, Chairman of the Downtown Partnership, requested to close Jefferson, Marion and Washington Streets for the summer concert series to be held on the June 21, July 19, August 16 and September 20, 2008 - noon to 1:00 p.m. Consensus was reached by the Council to allow the closing of the road during the event.
b. Jay White, Board of Directors member for Meals on Wheels, requested a donation from the Town. Motion was made by Richard Burrows to donate $1,000.00 from the Host Fund, seconded by Steve Hartsock. Motion passed 3-0.
c. Ordinance 08-2008, Amendment to Town Code for establishing Pool fees. Motion was made by Richard Burrows to pass as presented, seconded by Steve Hartsock. Motion passed 3-0.
d. Resolution 06-2008, transfer of town property to Brownsburg Fire Territory for $1,000.00. Motion was made by Richard Burrows, seconded by Steve Hartsock. Motion passed 3-0.
e. Cinda Kalling, Director of Hendricks County Economic Development Partnership, came to share with the Town Council the purpose the Partnership and to report on the projects that they have been tracking in Danville.
V. STAFF REPORTS:
Parks Department, Superintendent Andrews reported this Friday, Arbor Day they will have 150 trees to give out. An Art Show will be set up at the Blanton House, Saturday from 10 a.m. - 4 p.m.
Police Department, Chief Gill reported on the status of the transfer and sale of police cars. Extra patrol is being made at the park to address complaints in regards to the skate park. Consensus of the Board was to have Chief Gill come up with a enforcement plan to control and address the problems at the skate park.
Water Department, Superintendent Russell, reported no main breaks were reported after the earthquake that was felt last week. Reported that for the first time in history we only had 15 disconnects earlier this month. Hydrant flushing went very well and was found to be very clean. Working on getting a new air compressor for the plant.
Wastewater Department, Bill Lush reported that the die testing on Main Street was done and so far all are in compliance.
VI. STAFF COMMENTS:
Town Manager, Gary Eakin reported that there will be a work study on April 28th, 6 p.m. on the topic of Financial planning.
VII. COUNCIL COMMENTS
Richard Burrows - Asked for the status the stop light to be located at CVS and if there will be any summer helped hired. Mr. Eakin reported no target date has been set for the stop light and until we hold our work study will we not be able to determine the funding availability.
VIII. CLAIMS: Motion was made by Steve Hartsock to approve the claim docket dated April 21, 2008, seconded by Richard Burrows. Motion passed 3-0.
IX. ADJOURNED: Council Vice President, Jeff Martin adjourned the meeting.
