1. Introduction of New Employee– Street Superintendent Dave Newell will introduce a new employee. Requires no further action.
2. Introduction of New Employee/Promotion– Water Superintendent Matt Ellison will introduce a new employee and announce the promotion of another employee. Requires no further action.
3. Wishes to be Heard: C.R. 200 West Reliever Road – Mike Eaton would like to address the Council in regard to a reliever road to be constructed between S.R. 39 and C.R. 200 W to run along the North side of the Miles Farm Subdivision. Requires no further action.
4. Proclamation: Park and Recreation Month – Town Manager Mark Morgan will present a proclamation declaring July as National Park and Recreation Month. Will require a Vote.

5. Insurance Renewal – Town Manager Mark Morgan and Clerk/Treasurer Carrie Lofton will present the 2026-2027 insurance renewal. After meeting with our agent, staff will be requesting to change carriers. This item will have two components. The carrier proposal and the request to make the premium payment. Will require a Vote.

6. Resolution 12-2026: Host Future Fund Investment– Clerk/Treasurer Carrie Lofton will present a resolution to change the process for the Host Future Fund Investment Policy and the make-up of the committee. Will require a Vote.

7. RFQ: Bond Counsel– Town Manager Mark Morgan will present a request to send out an RFQ for letters of engagement for Bond Counsel as we prepare to seek input on debt capacity and future bond issues. Will require a Vote.
8. Fire Station Committee Appointment– Fire Chief Rick Duncan is asking the Council to appoint a member to the Fire Station Design Committee for the B.O.T. process. Will require a Vote.
9. Public Safety Building Committee Appointment– Police Chief Jim Hilton is requesting to form a committee to analyze options for expansion of Public Safety Administration Staff offices, including police and fire. Committee will look at proposal of new building, renovation of current office space (Town Hall) or rehabbing an existing building (not Town Hall). He is seeking a Council appointee. Will require a Vote.
10. North Alley Activation– Utilities Director Barry Lofton will present a proposal to enter the scoping period to build the North Alley Activation under a “Reimbursement Program” as a part of the B.O.T. The RDC has agreed to fund the project. Seeking Consensus

11. Council Liaisons– Council President Dave Potter will discuss Council Liaison appointments. As a reminder, to “act as a liaison” means to serve as a bridge or intermediary between two of more groups, people, or departments, facilitating communication, and cooperation to ensure everyone is aligned and working effectively together. A liaison ensures information flows smoothly, preventing misunderstandings and fostering teamwork, acting as a key point of contact or connector. They are not part of the “Chain-of-Command” nor an administrator of the department. The role is to foster good communication between the Council and the department. All Council members are encouraged to familiarize themselves with all departments and their operations. Requires no further action.
