1. Wishes to be Heard: Street Closure/Special Event– Code Enforcement Coordinator Nathan Ford will present a request for a Special Event/Street Closure affiliated with the Fair on the Square and the Half Marathon. Will require a Vote.

2. Library Board Appointment– Town Manager Mark Morgan will present candidates for appointment to the Center Township/Danville Public Library Board. Candidates include Adam Arffa and Madison Henderson. This is a Council President Appointment.

3. Ordinance 9-2026: Super-Voluntary Annexation– Town Planner Lesa Ternet will present an ordinance that outlines the Super-Voluntary Annexation of the property located on the west side of Columbia Street at the intersection of Sycamore Lane. The petitioner is the Town of Danville. This was introduced on 8/5/26 and is up for a public hearing tonight. Public Hearing will need to be gaveled open – Public Comment Taken – Public Hearing gaveled closed. Requires no further action.

4. Ordinance 10-2026: Wheel Tax – Town Manager Mark Morgan will present an ordinance that establishes a Wheel Tax/Excise Tax for the Town of Danville. The rate is the same that is currently being charged by the County and will not increase or duplicate what is currently being paid. It will merely shift the collected revenue from the County to the Town. It will also open the Town up to another opportunity for grant funds for road improvement. Due to a September 1 filing deadline, staff is requesting to suspend the rules to pass this ordinance tonight. Will require a unanimous vote of all in attendance to suspend the rules and then 2/3 (4 total) of those voting to pass the ordinance. Should be conducted by a roll call vote. Will require a Vote for each action

5. Ordinance 11-2026: Request to Vacate Alley Way– Ben Comer will be representing Hendricks County in a request to vacate several alley ways in the area of the Government Center. This is for parking lot expansion. This is up for introduction only tonight. Requires no further action.

6. Utility Capital Projects– Utilities Director Barry Lofton will present a list of capital projects and their associated/projected costs. Information provided will be useful in future rate studies. Requires no further action.

7. Proposed IT Position– Town Manager Mark Morgan will present a request to move forward with search for an IT Director. This will include job description, application process, hiring process and onboarding. Desire being to hire before the end of year, if possible. Will require a Vote.
8. 2027 Budget: Second Council Review– Clerk/Treasurer Carrie Lofton will present the second look of the 2027 Town of Danville Budget for review by the Council. Requires no further action.
